Constitutional Mandate

Empowering Youth & Nurturing Early Learners

The Directorate of Vocational Training and Early Childhood Development Education (ECDE) is mandated under the Fourth Schedule of the Constitution of Kenya 2010 to expand access to high-quality technical skills and foundational early learning across all 25 wards of Trans-Nzoia County.

Through this centralized Education Management System (EMS), the Directorate governs polytechnic admissions, trainer deployments, institutional inventory, QR-coded certification, and public bursary disbursements with full transparency, integrity, and operational precision.

Executive Administration

Department Leadership & Governance Structure

The Department of Education & Technical Training operates under the visionary policy stewardship of H.E. The Governor, managed by senior administrative and technical education officers:

Provides strategic policy direction, oversees legislative drafting, represents the department in the County Executive Committee, and guarantees budgetary alignment with the County Integrated Development Plan (CIDP).

Accounting Officer

Chief executive and financial custodian of the education vote. Authorizes capitation releases, approves institutional procurements, and supervises quality assurance officers.

Manage day-to-day curriculum compliance, tutor/teacher deployment across 34 VTCs and 430+ ECDEs, NITA external trade tests, and learner safety protocols.
